This sounds like a megalomaniac idea of engineers in a certain state of Machbarkeitswahn. OECD and World Bank would better invest their money in local an regional solutions to reduce power needs, establish self-sufficient energy solutions and cover the remaining energy deficit locally. Such a solution will not only come in up to 25 % cheaper but will also avoid unnecessary complex, intercontinental interdependencies. The most ridiculous statement is in my view the sentence about Sahara region being "currently" at war: Professor Andersson and colleagues are completely ignoring the fact that this state of "currently at war" has to be considered a constant if we can learn anything from (recent) history.
